Terry Quinn, an ageing American agent for an un named government department, is sent to Cuba to plan and arrange the kidnaping of a Russian officer. He is assigned a young Marine to help carry out the mission and to help train him for future missions. He sails into Cuba under the cover of a retired businessman visiting Cuba as a tourist. He is met there by American and Canadian agents already in Cuba there to coordinate the defection of a Russian diplomat.

He is introduced to a beautiful Cuban woman who is well connected and works with the U.S. occasionally. They form a romantic bond and she becomes a key factor in carrying out his mission.
